Key Details
Watch out for this part. DG packaging out of China needs two documents, not one. The first is the packaging performance test result, issued by the packaging maker. The second is the use-appraisal result, which you obtain from Customs before the container is stuffed. Plenty of shipments stop at the first one and call it done.

That is 3.8% of cargo value.
Bottom line: the cargo passed. The paperwork did not.

Shanghai Waigaoqiao Customs: charcoal briquettes, UN 1361, Class 4.2, cargo value CNY 70573, fine CNY 4940.
Yuzhou Customs: 120 lithium battery packs in unappraised packaging, cargo value CNY 12245, fine CNY 1286.
Frankly, the spread is wide. Nansha paid 10.5% because it skipped inspection entirely. The Beilun shipper cooperated, accepted the finding, and posted a case deposit, so it landed at 3.8%.
Implications
Ask the question first. Is this shipment dangerous goods?
If you cannot answer, get a classification appraisal.
A few hundred yuan buys certainty.
You need the use-appraisal before stuffing, not after. And keep the result on file, because you will be asked for it.
