Overview
The inspection standard itself is not new. What is new is the filing channel and the clock. The carrier, the stuffing party or its agent must submit an application through the outbound container fitness module of the China International Trade Single Window, and upload an Export Container Fitness Compliance Declaration. Customs reviews the declaration, spot-checks the container, and only then can you load.
In practice, the stuffing party is usually the freight forwarder. Realistically, that puts this filing on your desk, not on the shipper's.
Bottom line: find out first whether your company is named as the stuffing party on the export declaration. That single line decides who files.
Key Details
Here is the trap. A result filed on September 25 goes dead on October 16, automatically. If your container is stuffed after that date, the result no longer counts and you start the whole thing again.
The second trap sits at export declaration. Customs validates the fitness result at that step, and a failed validation means the declaration is rejected outright. A rejected declaration is a missed sailing, and a missed sailing is your margin.
Watch out for this one. Filing early buys you nothing.
We tell clients to file 3 to 5 days before stuffing. That sits comfortably inside the 21 days and still leaves room for a correction if Customs comes back with a question.
Looking Ahead
First, pull the product code list from the customs website and check your HS codes against it. Goods not on the list are out of scope. Goods on the list are in scope on every single shipment.
Second, get the declaration template in hand this week. Put simply, do not leave it to the last week of September, when every forwarder in the port is asking for the same document.
Third, warn your overseas customers now. Most have never heard of this rule. Tell them you file on their behalf and that filing too early voids the result — they will remember who flagged it.
Market Outlook
Our view: expect two weeks of rejections concentrated in two buckets — results filed too early and already expired, and filings submitted by the wrong party. After that the process should run faster than the old one, because the steps are fixed and turnaround is measured in hours.
