The handover of Panama Canal port operations has commenced, with APMT and TiL taking over two major hub ports.
As port operations at both ends of the Panama Canal gradually return to normal, the Panamanian government is actively advancing transition arrangements to international terminal operators.
During the 18-month interim period, AMP Terminals (APMT), a subsidiary of Maersk, will manage the Pacific-side Port of Balboa, while Terminal Investment Limited (TiL), a subsidiary of Mediterranean Shipping Company, will operate the Atlantic-side Port of Cristóbal. This arrangement aims to ensure uninterrupted vessel traffic while allowing time for the bidding process for permanent operating contracts.
The Panama Maritime Authority (AMP) announced on social media on February 27 that TiL has successfully completed the first container operations for the “VIVALDI” vessel at the Port of Cristóbal, handling 454 TEUs.
Meanwhile, APMT's deployment at Balboa Port is advancing rapidly. According to local media reports, employee training for the new terminal operating system has been 100% completed, with 82% of staff having finalized employer transition procedures to ensure seamless cargo and data management continuity.
Under AMP supervision, the terminal asset inventory has been completed, and maintenance plans for equipment and infrastructure have entered the design and implementation phase.
At the operational level, general cargo services remain active—on February 26, the first dry bulk carrier importing rice completed operations smoothly, and vehicle deliveries continue.
Container operations are steadily recovering: Following the completion of 500 container moves on February 25 and a second vessel test the next day, the first officially berthing container ship commenced operations that same day.
Additionally, the port has added three new rail freight services to strengthen inland logistics connectivity; customs clearance and release testing for imported goods has also been successfully completed.
Panamanian President Juan Carlos Varela stated: “The normalization of operations at the ports of Balboa and Cristóbal is progressing steadily, safeguarding jobs while ensuring business continuity.”
He also revealed that relevant enterprises will implement 24-hour operations starting this weekend to accelerate container processing and promote foreign trade development.
