The State Council Issues "Opinions on Promoting Stable Scale and Optimal Structure of Foreign Trade": Targeted Measures to Boost High-Quality Development of Foreign Trade
Recently, the General Office of the State Council issued the "Opinions on Promoting Stable Scale and Optimal Structure of Foreign Trade" (hereinafter referred to as the "Opinions"), focusing on the core goals of "stable scale" and "optimal structure" of foreign trade, and introducing 18 specific measures to provide strong support for foreign trade enterprises to cope with the current complex situation and achieve high-quality development.
The "Opinions" clarify three key directions: Stabilizing Orders—Supporting enterprises to participate in overseas exhibitions, expand emerging markets, and optimize export credit insurance services to reduce the cost and risk of market development; Optimizing Structure—Cultivating new forms and models of foreign trade, promoting the further development of cross-border e-commerce, market procurement trade, overseas warehouses, etc., while supporting enterprises to carry out brand building and technological innovation to increase the proportion of high-value-added product exports; Improving Efficiency—Deepening trade facilitation reforms, promoting "one-stop" port customs clearance services, simplifying approval procedures for import and export links, and reducing enterprise logistics costs.
The introduction of this policy comes at a critical period when foreign trade development is facing increasing uncertainties in the external environment. It is highly targeted, practical, and effective, which will effectively stimulate the vitality of foreign trade enterprises, help foreign trade achieve the goals of stable scale, optimal structure, and increased benefits, and provide strong support for the stable operation of the national economy.
