The Expansion of Cross-border E-Commerce Comprehensive Pilot Zones: Injecting New Impetus into Foreign Trade Growth

To further stabilize the basic foreign trade market and promote the high-quality development of cross-border e-commerce, the State Council approved the addition of 15 new cross-border e-commerce comprehensive pilot zones (CBECPZs) in July 2024, covering 12 provinces including Heilongjiang, Inner Mongolia, Anhui, and Hunan. This expansion marks the 8th adjustment since the first CBECPZs were established in 2015, signaling that China's cross-border e-commerce development has entered a new stage from "pilot exploration" to "comprehensive popularization."

The new CBECPZs will focus on "solving pain points" and "amplifying advantages," introducing three categories of support policies: Customs Clearance Facilitation - promoting the "advance declaration + two-step declaration" model to achieve "second-level" clearance for cross-border e-commerce goods; Financial Empowerment - encouraging banks to cooperate with platforms to launch exclusive products like "cross-border e-commerce credit insurance loans" to address the "difficult and expensive financing" issues of small and medium-sized enterprises (SMEs); Overseas Warehouse Support - providing subsidies of up to 500,000 yuan for enterprises to build or lease overseas warehouses, reducing cross-border logistics costs by about 20%.

"These policies directly hit our core needs!" said the head of a cross-border e-commerce clothing enterprise in Hangzhou. "Previously, customs clearance took 3-5 days, but now it can be released on the same day; the overseas warehouse subsidy allows us to build local inventory in Europe, and customers receive their orders within 2 days after placing an order, increasing the repurchase rate by 30%."

Industry experts analyze that this expansion will promote "regional balance" and "scale upgrading" of cross-border e-commerce: on the one hand, central and western regions have entered the cross-border e-commerce track with the help of CBECPZ policies, such as Zhengzhou, Henan, which has become a "dark horse" in cross-border e-commerce exports nationwide relying on its airport advantages; on the other hand, leading enterprises will accelerate their global, such as AliExpress planning to expand the number of overseas warehouses to 100 by 2025, covering major markets.
