The Vietnamese government has released an action plan to combat counterfeiting and smuggling by 2030. A nationwide special campaign will commence on December 16, 2025, lasting three months. The campaign will focus on cracking down on smuggling, trade fraud, and counterfeit goods while strengthening border and online surveillance.

Vietnam recently formally adopted Resolution No. 397/NQ-CP, outlining a five-year roadmap to combat smuggling, trade fraud, counterfeit goods, and intellectual property infringement. Under the plan, a nationwide intensive enforcement campaign will run from December 16, 2025, to March 15, 2026.

This operation will cover all border channels including land, rail, inland waterways, maritime, and air transport, while intensifying surveillance at border cargo hubs and in cyberspace. It will prioritize investigating the circulation of prohibited items such as narcotics, weapons, e-cigarettes, fireworks, and endangered wildlife, while rigorously cracking down on counterfeit pharmaceuticals, food products, health supplements, cosmetics, and traditional medicinal herbs.

To enhance enforcement efficiency, relevant agencies will deploy advanced technological equipment to enable intelligent monitoring throughout the entire cargo handling process. The government emphasizes a “zero-tolerance” stance, resolutely curbing the influx of goods of unknown origin and unguaranteed quality into the market to effectively safeguard public health and the legitimate rights of enterprises.

Notably, official data indicates that in 2025, the production and sales of counterfeit goods in Vietnam surged by 47% year-on-year, with criminal methods becoming increasingly covert and sophisticated. This campaign mobilizes the entire political system while encouraging public and corporate oversight participation and deepening international law enforcement cooperation.

In the long term, this uncompromising crackdown serves as both a necessary measure to purify market order and a means to clear obstacles for high-quality economic development. Against the backdrop of rapid cross-border trade and e-commerce growth, technology-enabled solutions and nationwide governance may become the new normal in Vietnam's fight against counterfeiting and smuggling.
